Looks like they didn't think this through:
You need to upgrade Cahokia into a city. Cities require glass to build. Glass requires sand. There is no sand available near you. (Let's not talk about the notion of natives making glass...)

Good on you for playing natives, i'm to scared to just yet! But do you think they made no sand near you to purposefully stump your growth to make it more historical/easier for the colonizers to take the New World?

Either way I feel your pain.
Where did you find that Cahokia should be a city to avoid Shadow event? I was looking for conditions for a long time and didn't find it...
I found, its saying about city in first event only... Why don'y make something like a diary where you have that

Yea, I made the connection only after the initial event ran out and "failed" for me.

And you're right, I didn't see the sand pit building that generates it from nothing. Thanks.

You have Sand Quarry, it consumes Instruments and Logs, I already have all resources required for city, so just making money, I also think you need to learn Taxes as fast as you can to make more money from them.
in the production menue youll find all kinds of availiable buildings ....i just started my self so i m just guessing that natives need to build the production buildings in the right order...like first clay and sand ..then stone and wood ..and so on might thke years....
Random migration event ruined my play, I have to start again (my Cahokia population migrated to 0). I guess you need to keep stability and Tribe union high enough so these events will not happen

Yep, went from 29k to 1000 from an event.

Ok, I just got event like Saving Cahokia and Cahokia automatically turned to city and it looks like a finish of bad by this event.
I will note what I have right now, maybe it will help for next people:
1) Stability - 64
2) Population: ALL - 221K Cahokia - 35800 (use colonization of boarders where you see a lot of people, but be careful with that))
3) Tribe Union - 95
4) Few years before I upgraded a rang of Cahokia to Duchy
5) Cahokia city development - 17

Like Long-Article said to end the chain with the good ending "A New Cahokian Golden age" you need to have at least :
-50 Stability
-50 Prestige
-35K Pops in Cahokia Location
-15 Development in Cahokia Location
-Cahokia Location must be your capital.
-You have to have this done before 1437.

No, the point is that even if there was sand (and of course there should be since sand is literally everywhere on Earth, and certainly there's plenty of sand in Illinois), they'd be incapable of making it into glass, since Native Americans never developed this technology.

I know the point of Paradox games is alternative history, but this is just plain nonsense. For the Native Americans, alternative history would be which tribe controlled which region, and how they dealt with the Europeans - not that they've suddenly became a technological civilization. For crying out loud, they never even invented the wheel or a written language.
Two things:
A: Thanks, Vitalyacula, good to know the exact target numbers.
B: Are the rest of you blind? You can build sand pits basically anywhere, if you don't want to take two councillor-colony hops to Chicago where you can RGO it.
