I would guess EU5 requires more powerful computer to even start, not to mention run smoothly. And it is fine, most players already have upgraded the PC in last 10 years anyway. But I would not have much hopes of playing it on the lower end system (less RAM, cheaper CPU etc) same way you can play EU4 (with some tweaked settings and mods).
Invest at least 64gb or more ram and fast cpu and you will be just fine!
So I expect that EU5 will probably run decently well, barring release day issues that we all know will be there.
