Is Iberian union even in game?

I can't see iberian union event in events tab, yes I have the DLC.

Yeah, there is no real description in the game for what needs to happen. You have to look up the Tinto Talks about it. I believe the whole thing starts at 1400 and you need an heir but the respective iberian nation should not have one to trigger the event of creating an union.

I have all requirements needed and still nothing, they didn't give castile navy on patch launch, so if someone would tell me, that they didn't implement this I wouldn't be surprised.

They did implement it, but sadly its still bound to rng as well.

Castile navy got fixed with hotfix 1.4.6

The Iberian Union event is in the file for DLC.
Steam\steamapps\common\Europa Universalis V\game\dlc\D009_across_the_pillars\in_game\common\generic_actions\iberian_union.txt

If I read it correctly
-you need to be senior partner in PU with other IU country
-union_integration_level >= 5
-battle_for_the_strait situation is over
-you own over 50% of Iberian region
