Castille "The Regimiento" event impossible to fire?

[Glebu]

I have made a save in 1340, and ive sat on my ass doing nothing with 5 retries because it requires you to be at peace and it never fires.

the requirements are just have a ruler, be at peace, and have a burghers privilege which i had.

why is the event tied to a unique unit when it has 1% chance of firing monthly?

because ... reasons, i thought the % would grow clsoe to deadline but i was wrong it does not ... i don't have this problem cause i have cheat mods i don't let this game f**k me over oike this. I can't stand rng bad luck

what mod you use to change event chances? unless u mean console
