Game speed just dropped to a crawl on 5 speed all of a sudden

It's 1493 and after finishing a war and giving all my subjects scutage the game speed just tanked.
On speed 5 even during the war it was decent. After peace it just tanked. No idea what is happening but i'm getting spammed by colonialism treaties so Spain and Portugalia started going at it in the colonies and i also discovered a lot of india from stealing maps.

Any one else got a sudden drop in speed recently? The problem is that the change is so big i'm considering dropping the run it's that bad.

What i do notice is that when i unpause my GPU usage drops to half, was it always like this?

yeah ive noticed this too on 1.4 beta, prior to the latest beta update it ran smooth, now just about everything seems to cause the speed to drop or lag hard
