Depends on what you want a character to be best in. Lina's Light, Mari's Rune Shifters, and Kaz's Deathscythe are the best in boosting the stats they are highest in normally. All three of them are default weapons and can only be obtained once. D is best off with the Heatblade since his charge attacks I believe are Physical based, but you could use his default Evoblade or the Materialauncher since his stats will grow more balanced then other characters, ignoring choice nodes.

Or basically, any weapon that gives you the highest bonus in a single stat are usually the best. They don't give you the most stat points overall, but the trade off is worth it.
