You can place 1000 wood in a fully upgraded fire/smelter and get around 55 charcoal immediately.
Generally, I try to get at least one fire going and burning as soon as I have a structure built, that way by the time I get the stone to upgrade to a smelter I already have a nice amount of charcoal. The fastest way to get some in a hurry is to just set up as many campfires as the server will allow and then go look for smelters/fires that are out sitting in the open.
