I looked up the virus total website for the file hash. the behaviors described in this file are exactly what you'd expect from a game update targeting its own files. While obfuscation generally easier than detection, a major tip off that it's on the level is that every non temp file and process it creates contains its own name, making anything it makes easy to find and erase manually, even with no experience.
Further, only 3 services have even flagged it at all. Oddly, Microsoft is the only group that flagged the actual zip file, but it doesn't flag the exe.
All in all, SHOULD be safe, but you'll have to disable your virus blockers to get the patch. remember to turn them back on!
