Increasing the cost of the rod and decreasing the cost of bait guard makes sense, but only if you view the "bait guard" upgrade as mandatory. Not all players do.
Unlocking a new rod should start a period of play where you are forced to make use of other mechanics (such as bombs, boat strafing, or relevant hats) to avoid small fish if you want to reach deeper/further.
Reducing the cost of bait guard would shorten this part of the game for all players, even those that enjoy the challenge. Frankly, I never buy bait guard on anything past the power rod unless I'm at end game, and even then it's often a waste of an upgrade slot.
How about this: we'll add an uncommon or rare hat that mimics the effects of bait guard.
I get where you're coming from but the upgrade is given early and cheaply with the starter rods, giving a sense of ease and progression early, then, taking it away on the later rods making the game feel more difficult (In my opinion) with small fish taking medium bait constantly it gets old
Edit - The hat idea sounds pretty good and actually really useful for those large monetary gaps for the rods
