[SOLVED/BUG?] Bulbguard not appearing in shop (despite met requ.)

Update:

Had to get to level 51 for it to get unlocked suddenly :)

I just caught the Phase finally today with level 48 and sold it and got access to the boat he unlocks, purchased it and then leveled till level 50 and I still didn't unlock the Bulbguard yet, sadly.

I also tried changing boats and it's still not happening.

Not sure what to do if restarting doesn't help and it seems bugged then (which I hope it is not).

EDIT:

Restarted the game and still no luck.
