How to catch the last medium fish?

Hmm as the title says there is only one fish left I need to catch to reach the 100%. According to the screenshots I've seen I believe it must be the fish called "Stormy" and given his name he probably only spawns during a storm.

I couldn't find him however, even though I searched high and low, also at day and normal nights, so does anyone how to catch this fish (Or where he's located)?

It was sticking pretty close to the surface when I came across it. It was during a storm, which both the name and description indicate as being a requirement. If memory serves, I was near the shore, but I didn't think to test/double check the distance.

How does storm look like? I'm not sure whether the thunder means the storm.

Yes, when you hear thunder and see lightning it means there is a storm. But the fish does not always spawn. Had some troubles with that one as well, but when he spawns he is pretty hard to miss since he jumps around on the surface near the shore. Since he's moving around so much it can be tricky to hook him but otherwise there are no special conditions.
