buy it after unlock. Same tab as a light bulb or rocket.

to be a bit more specific, since that may not be the answer you looking for.. like how to get the shark to run with it in the first place... first get a small fish on.. use it for bait to get a med fish.. toss it way out with a rocket or use a boat to go where the shark is.. let another med fish take the medium bait.. then let the shark try to eat the med fish you caught.
