I think the rest of the quests are perfectly fair, provided the fish don't get bugged.
It does make sense for it to follow the Dragon, lore-wise, but the quest to get the Stalker comes so early on that you're not prepared to get the Dragon. The Stalker quest just sits there, taking up a slot that another quest could have, until you reach the capability of catching the Dragon.
The game gives you quests depending on fish you've seen and haven't caught yet, or fish that you haven't yet seen but are still nearby if you've caught everything you can in your general area. If a fish ever chooses to bug out and swim across the entire ocean for no reason, then the game goes "Oh! You saw this!" and adds it to the list of things it can give you quests for, regardless of whether you can catch those things yet or not. Although, I believe the stalker originally followed the Tiger Shark before the rest was added, so it's possible the game went "Oh, you caught the Tiger Shark! That means the Stalker must be around somewhere :)"
