I bombed the Dragon just now and his Stalker freaked out and swam back and forth across pretty much the whole ocean for about 5 minutes, but still didn't seem much interested in bait. Something different anyway. :p
Some fish are... quite buggy, I hope the dragon and abyssal appear for you again! If it helps, I've caught the abyssal once and since then it's reappeared. Remember that sonar scares the dragon as well.
You don't need the game to be open for fish to respawn. Whenever you open the game, it checks how much time has passed since you closed it.

also do rare large fish like the Josie and the germ respawn? since I have restarted my catalog so I can fish all the fish again
also important point: I'm playing on classic mode since the last time I played cat goes fishing was 4 years ago when it was still free in google play and that was the only mode back there so I wanted to have a bit of nostalgia
