Game seems bugged

I got D on second day on campaign which makes no sense because people I rejected had date on their ID which did not match with the calendar at all, if the calendar is correct on UI interface they would not been born yet, so I don't get why it says I killed 5 tenants. Are we suppose to ignore the date time stand on all the cards if so why add them?

yeah that's the expiration date of the id card.
so if the month is anything past 12, or the year anything before 1955, the card is invalid and they are a doppelganger.
