360 is good for close quatter fast rumble.
I would say - get a new mech instead. :P
if you want to live as a light i would say seismic is the number 1 module that you should have, the speed and acceleration of a light means dadar derp while still handy isnt as important.
Other than those modules, I dont use any other modules apart from weapon modules.
Also if you're using weapon modules and have several different weapon systems, first do range module. It seems non-intuitive and people put cooldown first. You will most of the time do more damage with range module. So if you're running lets say gauss/medium laser build, put medium range, gauss cooldown (cooldown for gauss because its crap now after nerf). If its something like medium/ac20, then range modules for both.
there is a thing there in what you say, cool down mods on long range weapons and range mods on short to medium range weapons. definately i do this.
good reason is powerful long range weapons usualy have long CD timers and weaker short to mid have shorter timers so this modual combo serves to bring two aspects of your weapons into alignment ( rate and range ) it is a very good sugestion.
target decay is only good on a LRM boat, that is activley leaving cover to look at his targets. it works well on spotters too.

However, if you must go with one or the other, 360 retention can help in very close range combat and if you're in the habit of "shielding" after firing your weapons.
Target decay only use if you plan to scout and hold a lock/provide information for your team.
Seismic I personally consider lower than radar dep, but that's just my playstyle.
