The smallest titan, the Warhound scout titan is the same approximate height of an atlas (roughly 14 meters each) with the largest being the imperator and warmonger classes at 55 meters each.
As far as logistics are concerned the warhound has a crew of 5 for basic operation and up to 12 if you count servitors and such. Where as something as big as an Imperator or warmonger have roughly 9 in the command cockpit and many, many more maintaining its systems throughout the titan including the afforementioned servitors as well as full fledged tech-priests. I'm of the opinion that if its going to be a true titan game it should require actual players to crew these positions. I would imagine I'm not alone in that regard though I could be wrong.
There are also lore based deployment considerations. For example warhounds are only ever deployed in pairs. While larger titans are generally deployed solo. These edicts were put in place by the Adeptus Terra during the reformation due to the actions of Warmaster Horus during the Heresy where squads of 10 or more warhounds were let loose on the civilian population. As you would expect this ruling has no bearing on Chaos forces.
This doesn't even take in to consideration the other races which have different crewing requirements and capabilities. For example the eldar equivalent of a warhound, the revenant scout titan only needs one crew member. I won't even get in to the insanity of an eldar Warlock titan lol.
Knowing Games Workshop they would expect a titan based game to stick to the lore for the most part. And while I personally think the idea of playing as titans and requiring multiple players to properly crew it sound like a fantastic idea I'm not so sure it would fly with the majority of players.
If you wish to muck about in an Imperial Knight there is a game called Freeblade for mobile devices. It has some customization in the form of weapons and armor loadouts, paint scheme and heraldry options and even some limited crafting. It is however an 'on-rails' game where you just control the weapons in a series of fights and do not actually drive the Knight. It is however a rather gorgeous game graphically with a little bit of challenge if you like to '3 star' each scenario. They recently added pvp but I haven't tried it yet so can't speak to it.

A video game was made in the late 90's called Final Liberation, which was turn-based and used the Epic 40K fluff/rules/models.
I could argue that GW also hates money...
Sure they do... Like when the keep changing the rules of the game and putting out new books... Or like when they made the harlequin into their own Army.. Which pissed me off because I loved using them in my Eldar army.... Death Jesters & Dark Reapers as support points FTW... But with them made into their own army, they no longer draw from the support point pool, but now from the allies pool...
And yes I used to be able to field a 20k point Eldar army, and a 15k point Ork army.. A 500 point Space wolf army that was starting to build up, which the Assassin was also pulled from the support pool)
Yeah, I had been a customer of them ever since 1998 but stopped being one when they did the whole Age of Sigmar thing on us.
