That said, Ussually the Faster Mediums or medium weight Lights Can take advantage of this more then Heavies or Assaults. IF it was like a Shadow Cat or a Stormcrow, I would ahve said go for it but Nova cats are different stories to me.
I would say go with Standard over Streaks which is better for Brawl like situations.
There is no such thing as a good mech if you load it with streak SRM.
There are a bunch of LOL builds using them, but that is what they are... builds people play for fun. Its not a competitive build. Yes, it kills light mechs.. provided the stars, planets and the moon align.
Streaks cannot be fired without a lock. Even with a Tag laser getting a lock will take time, and when they have ECM they can peek out, unload into you and be gone, even with Tag, before you get your lock.
Clan doesn't get MRMs.
The mech is not fast enoug and not sturdy enough for that. Any streak mech aquiring locks is going to expose it's front for so long, for a relatively low amount of DPS and alpha. It sums up to bad exchance rate againts anything but lights and some mediums. Which most can run away from you when they see your streaks.
Then there's the additional problem of ghost heat as well as larger heat in general. Even if you take streak6+streak2 mixed to avoid ghost heat you still have all the other problems.
It's very similiar to Maddog but more specialized. Maddog can take SRM or streaks or LRMs along with a pile of lasers. Nova Cat could take a lot of LRMs, ATMs, heavy ballistic or a lot of lasers, but not all same time because of hardpoints.
Also remember to practise and try out different things, that's the best way to improve, omnimechs are great for that kind of things.
If you haven't done a lot of ballistic boats I would start from that, since they are relatively easy to play, good range and good heat efficiency, WHEN you have the tonnage for it which Nova Cat has.
You could take a couple of big LRM's on it and then fill the remaining hardpoints with those streaks to slay the lights that think your lurmboat is free lunch for them.
Nova Cat's a pretty great mech though. Its similar to a Night Gyr but with decent mobility, making it actually good. It has a lot of free weight sitting around so you could boat loads of LRMs, or alternatively boat loads of ballistics, or have a nice pulse laser build.
