The best bang for the buck, provided you can use light mechs, is the Locust Hero. The Locust remains one of the, if not even the, best Light mech in the game and the Pirate Bane comes with ECM and an XL reactor, meaning you need minimal additional investment.
Other worthwhile considerations is the Myst Lynx Hero, Osiris Hero, Urbanmech Hero and Wolfhound Hero for light mechs. That is not to say that the other heroes are terrible or bad, but i think that is the best bang for the buck.
For the Mediums i would say the best recommendation is the Shadowhawk Hero, Grey Death. Its a solid workhorse, even if the plain AC10 quirk is a little wasted. The Enforcer Hero would be my 2nd choice for a Medium.
Other worthwhile considerations is the Centurion Hero, Trebuchet and Kintaro Hero (both as SRM boats), Viper Hero and the Shadowcat Hero. The Phaket doesn't seem to be on the list of discounted mechs.
For Heavies, and honestly i wouldn't recommend buying a Heavy or Assault hero with MC, the best Bang for the Buck goes to the Timberwolf Hero and the Mad Dog Hero.
Worthwhile considerations: Catapult Hero Butterbee, Warhammer Hero, Hellbringer Hero, Linebacker Hero, Nova Cat Hero.
And for Assaults.. Marauder IIC Hero and MadCat MKII Hero.
No other worthwhile considerations given, because.... meh they are all sort of meh, and i am not about to list all the Clan Heroes to frankenstein them into something better :D
That being said... even if its not listed, all Hero mechs can have their appeal. I mean even Pretty Baby (Awsome Hero) has a -20% missile cooldown these days, which makes it one hell of a MRM boat. Along with 20% energy cool down, i could see you turn it into quite a nasty little Heavy PPC thing with a big MRM launcher. Like this: PRETTY BABY[mwo.smurfy-net.de]... but as i wouldn't exactly recommend that as a first Hero mech.
I think best bang for your buck is a Light or Medium Hero or a Clan Omnimech you already enjoy using and want a 30% cbill bonus on.
I bought the Marauder IIC Hero and use him with double ATM12 some med pulse and heavy machineguns. Its an awful mech, barely any armor, ATM are trash, but hey he's fast with 74KPH.
The Mad Cat MKII looks like trash too, no missiles and no high mounted weapons. If he could do what the EbonJ can do it would be a cool one but like this hell no.
The Hellslinger is one of my favorite mechs.
They even discounted the Kodiak.
I'd stay away from all the mediums that Ishan mentioned. Especially the Shadow Hawk is downright terrible. The Roughneck and Archer heroes are very cool. The Warhammer I'm considering as well.
The Phoenix Hawk heroes sadly don't have masc but are interesting for their missile and ballistic slots. The Arctic Wolf Hero with a custom engine may be really cool as well with over 140KPH.
The cool thing about Clan heroes is that you can't get their omnipods in non hero mechs. Some of them have really interesting omnipods.
Light mech heroes are the cheapest, that makes them very tempting to buy. For people who are not a dedicated light pilots, the best light heroes are Wolfhound Grinner (fast, tanky, good firepower) and Urbanmech K9 (super durable, has jets, best energy hardpoints of all urbies).
The most appealing choice of medium mech heroes is a Huntsman Pakhet. Huntsman is a single most versatile medium mech in the game and Pakhet offers very good unique ST omni-pods.
Heavies: Black Widow is arguably the best Warhammer variant. Marauder Bounty Hunter II is a solid choice for heavy gauss + lasers builds. Quickdraw IV is a very good mech too.
Assaults: Mad Cat Mk II Deathstrike is probably the best clan all-rounder assault currently. Marauder IIC Scorch has very deadly close range builds with crazy alphas, good speed and decent heat efficiency. Cyclops Sleipnir is a Black Widow of assaults: very good torso ballistic mounts + nice mobility for an assault.
It is in the list, which is sorted by a price, not alphabetically or by weight class. So it is below the 60t IS heroes in the list.
That's why people don't take your opinions seriously.
Deathstrike has its weapon mounts pretty near to the cockpit level, which is the thing most clan assaults can only dream, and its combo of energy and ballistic hardpoints is close to optimal. Hitboxes are actually good, no missiles = no bunny ears. It can spread the damage very well by wiggling the nose.
Scorch has VERY good hitboxes for a clan assault and "barely no armor" combinied with the wiggling makes it one of the most durable clan assaults.
The armor of most Clan assaults serves a different purpose than the armor of IS tanky assaults. Clan DPS Assaults' armor is here to let them survive exposure while turning the enemy into burning wreckage, not to take the beating while the rest of your team does the shooting. Dumb throwing yourself at the enemies won't work.

His fat butt gets them all killed. So much for those "great hitboxes." The hero is the only useful one thanks to the high mounted missile slots and even that one sucks. its the perfect example of why this game needs a game mechanic for lifting arms.

Edit: Its the only catapult with 4 energy and 4 missile hardpoints, that is why i would say its worth the asking price.. as the most versatile of the Catapults.
Edit: But of course the 20% missile cooldown of the C4 is worthwhile to consider. Still i like the Butterbee as Splatcat.
If you mean the Black widow it is very similar to the 6r, it trades 2 energy for 2 ballistic hard points, which means the Widow can do some builds the other cant. i personally like the option of 4 LMGs. thats one of the main reasons i pilot my BW over the 6r, very similar but more Mgs means you are more heat efficent for similar dps.
Another good hero mech is the Marauder Bounty Hunter II. I got mine setup with a heavy gauss, six ER medium lasers and three jump jets. I think it's a pretty good brawler because it's a really durable mech.
Cyclops Sleipnir is a pretty good assault hero, especially with something like four LB 10-X or dual heavy gauss. I got skilled for survival with armor hardening and torso speed.
Yes exactly, I used that one with double AC2 and double PPC. Was a really good mech, I even tried it with 4 PPC and it did really well which I didn't expect. Having 4 ballistic slots is nice for MG where 2 would be lacking.
If you don't want to use machineguns then the 6r is a good alternative.
