The way lasers work in this game is by doing a stream of damage, in a certain duration of the beam.
Duration effects how long the laser is on and needs to do all its damage.
To add to Lunri's explanation above... if we take that hypothetical laser, that has a duration of 1 second, and say it does 10 damage, then the laser would do 1 damage every 100ms it is on the enemy. Meaning if you cannot keep the laser for the full duration on the enemy (or the compartment of the enemy, which you want to damage - which is what commonly is refered to as armor rolling or rolling the damage), then your laser will not do its full damage, but just a fraction of it.
Having shorter duration means it will do its damage quicker, the cool down of the laser will not be effected by that skill, just the burn time of the laser.
