Cyclops gets a +150, for example.
Raven 3L... its your only real option for a spotter Mech. Its small and its fast... comes with ECM.
Give it a beagle active probe, an ECM and Stealth armor. That alone will allow you maximum range of your Radar as well as quite a bit of stealth.
Narc and Tag are optional, i advise against Tag as it gives your position away and Narc is highly situational, because you need to be within 500meters of the the target.
And then of course you need some sort of defensive weapons directed to ward off light mechs. Small pulse lasers for example.
But if you were to go Narc and Tag... because you really want to go all in on the spotter thing:

IIRC Tag doesn't produce heat so you can use it with activated stealth armor and the weapons are selected for DPS and not stopping power.
Everyone near the Cyclops gets the bonus as well.
