Its a button to reset the entire skill tree, and as that its accurately described, it just doesn't do the part you think it would and returns all the skill points you used to unlock nodes with. It does remove all your node selections over all the tree, tho.
I would have to look up the interface for the GSP, but the GSP are different from GXP, XP and Cbill, the GXP, XP and Cbill purchase is on the right and the GSP is on the left.. its an entirely different slider. But they work just like normal skill points once you tied them to a mech. Meaning you can unlock a node with them, but respec will not give you the skill point back and lock the node again. A node stays unlocked once its unlocked.
Which is why you can unlock every node in the mech... you can just have 91 active about them. And respec resets your active node selection, not the node unlock.
Can't think of any instance where i would want to respec the entire tree and you can unselect all nodes in a tree by unselecting the very first node in the tree.

Respec cost hasn’t been a thing for a year. Re-selecting unlocked nodes is free.
