The Rifleman is a tough chassis. It doesn't really do anything better than any other mech can, but damn if it isn't grognard cool.
I'll just post up some playstyles and builds for it:
DPS: http://mwo.smurfy-net.de/mechlab#i=388&l=0645aabbb3d7b4c9c8b8fb3e7f187ebe1f8ed25c
Frontloaded damage: http://mwo.smurfy-net.de/mechlab#i=388&l=f60186af3af023ce20e9b6872f9058b8edc47204
Hybrid: http://mwo.smurfy-net.de/mechlab#i=388&l=2c08e5ed050b679fb433520138a228bc95d05ed8
With the DPS build you just keep your RAC5s firing at the enemy as long as you can to rack up some damage, but you'll take return fire if you poke out against multiple enemies at once, so try to focus down one person who is looking towards you to blind them and back down if you are shot at by multiple enemies.
With the frontloaded build you peek up and fire and get down before you can be shot again, you put out 30 damage when you fire both but have a min range of 90m to worry about.
With the hybrid build you have a mix of mid range autocannons and lasers, the AC10s provide solid damage at mid range that is rather rapid fire and lets you take a shot then get to cover or hold out for more shots if you aren't taking return fire. The lasers are there to provide some extra damage for when you are running cold but you shouldn't fire them when running hot.
