Exactly, as other players suggested, try using the UV light to see if you might have missed something.
hidden bite marks, only show up glowing green in uv.
the back of the lungs, they can have extra dark spots on the black of the lungs which can be zombie breath even if the front of the lungs are all healthy.
pus, its a much lighter color than the mouth blood, and looks like little dark spots along the bottom of the eye, theyre rare symptoms so can be forgotten about.
the sides of the body and feet, while scanning make sure to check sides and the feet inside shoes as they can still have bites.
Also an infected with no symptoms at all is also problematic. Strictly said it can happen but it's not the player's liability. This can be a feature (with future updates to fill) or a bug.
That being said, I submitted a detailed bug report, and OP probably should too.
And like OP said, this only applied to survivors with ZERO symptoms. If there was ever one, or more-- the inevitable quarantine hammer.
It's weird because the symptoms don't even show up on when they kill others, so I don't know what it even was.
