just some ideas
add normal hostile survivors with and without weapons like knives and guns
add hidden weapons in there underwear like the grip or handle of a knife or gun sticking out
add children and elderly survivors and zombies
add little hidden quests you don't tell the players about in game or reminders

some ideas let there be some survivors that come that don't want to join for one reason or another but will ask you for supplies. either see what the player is willing to give or asking for a certain supply giving more or assorted supplies will give a better and better response the player can give it to them, not, or even worse. that could lead to different results.

a person (non infected) comes crying there someone/s close to them is sick, hungry, cold or all and doesn't want to or cant bring them yet asking for help see what the player willing to give. the player should hear there story like there grandmom is cold and sick and if given fuel and meds it will be successful and if given food as well they will be very thankful and the player may be given a better reward. if the player gives it to them they will return a day or days later with that person (non infected) and will thank the player again once both are in quarantine or camp will give the player a random about of money as thanks as much as the supply's given will cost no more then twice the cost and a about 25% chance they give less then the supply cost saying its not much all they have but hopes it helps a little when thanking the player. if the player doesn't give the supplies or even worse the event is likely just over that person is dead or just leaves forever but has a good chance to come back (infected or non) and attack the player asap or be a depressed survivor that eats twice the food (should be much more likely to attack as a survivor or infected cussing the player for there problem).

a person armed likely heavily(non infected in almost perfect health) comes say there group doesn't trust the military (thinking the virus is a government bioweapon let loose be mistake or on purpose or the military cant stop it or is killing people to try and stop it, or thinks its just the end of the world and doesn't want to lesson to the government on there last days) but are in bad shape and need a little help to get by askes what you can spare (this is a large about 200 people and there family's militia like group heavily armed, "well" disciplined, and well organized mix of ex soldiers, bikers, cops, and any normal people wanting to fight and not just wait to die the kind of people to strap a grenade to a chunk of meat and cheer when it blows up a bunch of zombies) if the player gives nothing they will just begone forever or may come back later in worse shape (non infected with some non infected wounds) and ask again if nothing again they will be gone forever. if the player even worse they will turn hostile to the player and become a new bandit group slowly dying off as you kill members. if the player gives supplies the person will leave and and thank the player depending on how much you give will depend on how likely to show up during the evac and defend missions and help. the defend mission shows them showing up as a larger group then your soldiers on the buildings saying the cavalry has shown up attacking the zombies. during the evac missions they may show up at the points where the convey gets stuck and help clear the way and temporary joins the convey as added protection making both of these missions much easier once in a while they will show back up ask for more (they are now alive forever and wont leave unless you kill there messenger) giving nothing at this point will slightly lower the chance of them showing up. giving some thing will increase the chance depending how much you give. if you give a certain large amount like 20 of any supply or 5 of each its granted they WILL show up for the next 2 or 3 missions and if you keep a good reputation with them they show up not asking for any thing and thanking you again giving you a random amount of money or giving you a free tester saying they found it on a dead soldier or hazmat that it looked important because they seen the player with something like it before.

an armed punk with a backpack shows up (non infected) looking arrogant says look in his bag the player opens it shows a number of weapons including a few explosives the player can take them for the reward but the bandit says keep em but that'll cost extra the demand will be a bit higher. the bandit says there's a lot more where that came from (threating the player) (please ignore the fact the player is the commander of a military post that has armed hummers, can get reinforcements, has drones that are small ac130 gunships, can call in airstrikes, and has guns with infinite ammo) demanding a certain amount of the supplies. the player can just kill them and turn the bandits hostile this will also give the play a small amount of money for killing bandits like zombies ( the bandit group is an very large group of gangbangers, prisoners, people just don't care about people or the world anymore and just want to kill and rob who ever they want, the most armed group in terms of guns) if the player gives the supplies they will come back once in awhile demands slowly getting bigger they wont ask for crazy large amounts at first say about starting about 2 food 2 gas and 1meds slowly getting up 20 food 300 gas and 20 meds over a long play through if you build towers and have a good reputation with the militia they will take days or weeks before coming back not wanting to bite off to much.
if the bandits become hostile to the player by killing there messenger or by refusing there demands 2 or 3 times. they may attack the player by sending bandit members to pretend to be survivors sneaking in weapons and attack and killing other survivors in the camp or quarantine or attacking the player if your near when they start or steal supplies every night you don't find them if the player finds a bandit member u should just kill them or send them for "extra checks" . they will attack on defend missions by spawning in buildings to shoot and run at your troops throwing explosives on evac missions they would just ambush the convoy setting up a road block there may be a mission later on where u work with the militia for faster results or by your self and have to attack a strongholds to wipe them out or just make it to wear they only show up rarely.
if the militia and bandits show up on the same mission they will fight each other evan if the militia turns bandit too.

also if the bandits do kill a survivor in quarantine or camp the player will be fined for every person killed in the attack for failing to protect people under your care
