Xbox 360 Controller Does Not Work At All

I have both this and Sonic Racing Transformed. The controller will not work in this at all. When the game opens I cannot even bypass the cutscene with the controller and further in, there are no options to choose controller as the input device.

What gives? This is a racer. Why would I ever want to play a racing game with the keyboard?

What do I need to do to make this work? I read that it only works with whatever device you enter the game with; Well hard not to use your mouse to click on it to start it in steam ui. I tried going into Big Box mode, using only controller to select the game and it too only made it work with keyboard.

Any ideas appreciated. Thanks, in advance.
