That would be really hard since in Pulsen, the theme contains a ton of game logic and can lead lots of hacking the way SM handles it.
Noteskins have a lot of custom code which would need to be in each conversion not to mention 2D and 3D configurations.
For your needs, Pulsen isn't SM++; it's a completely new game with its own ecosystem. It'll be even more customized over time.

It's near impossible for any paid PC rhythmic game to triumphs over Osu.!. This is not due to gameplay, but is due to the sheer amount of beatmaps that Osu have. This is only possible precisely because Osu is free, since it's near impossible to convince people to design beatmaps for free when you are making a profit off of it.
Other paid games only have its diverse gameplay going for them.
