What is 'Level to the Empire Gauge'?

My current tahuk faction quest is:
"Have at least 50 (0/50) <traffic cone symbol> Level to the Empire Gauge for 5 turns"

I have no idea what this is supposed to be, the quest dialoge is also just a single sentence, saying there is dissension over mengs projects and i need to 'Add hands to the Empire to win back Chancellors'???
what does any of that even mean?

Do you have a picture? But it seems that it is a placeholder icon.
But I will bring it ot the team, in case they can investigate.

it is also very reproduceable, I have had this issue 3 games in a row now, though I also always pick the same dialogue options (like picking the 'Open' or neutral options whenever there is a question between religous devotion or science)

have same problem. So you cant progres to next chapters of quest you cant complete achievement

Do you mind sharing with us what the intended quest progression is? It would be nice to complete the quest on existing saves while waiting for the next update.

It is bugged, not sure if it can even be finished, as the Empire gauge does not exist

Perfect! Thank you again. I will keep that in mind during this patch, and stick to the Bold objective path instead, since Pious and Open appear to always lead to this bug.
