But really, even if this game wasn't illegal it still shouldn't be on Steam. Because it is a blatant ripoff without an ounce of effort put into it.
It is not illegal to use audio files from a movie. Doesn't matter if the owner hasn't given you permission, as long as they don't do anything about it. If they do something about it, then it is punishable.
