What version of Windows are you running? Do you meet the minimum system requirements?
What happens when you navigate to 'C:\Program Files (x86)\Steam\steamapps\common\Grand Class Melee 2' and try to start it from there?

Another steam user reported in this thread that installing this XNA Microsoft Framework Redistributable solved his issue: https://www.microsoft.com/en-us/download/details.aspx?id=20914 (it's only a 6.7 MB download)
A reddit user reported in this thread that using some developer tools, he managed to force the game to run in 32-bit mode and it solved his problem. Unfortunately, I don't know what tools he was referring to.
I have not yet been able to replicate this problem on another windows 11 system, but thank you for your patience. I will continue to research this problem and see if I can find a solution for you.
