Can followers evolve, like from goblin to hobgoblin or etc? And do enemies respawn?

first of all..what a fun game. 2ndly...i was wondering why there is no steam cloud support? i tend to move between pcs

EDIT: Problem has been fixed by an update! =============== So I've looted a chest that looks like the one in the achievement icon. I've beaten my rival at the starting locations. And I got the letter about a promotion that looks like the one in that icon. But none of them have unlocked. Is anybody else having the same issue (I'm noticing the global %'s for those 3 are extremely low considering they can all be obtained in maybe 30 minutes to an hour)....
