Rocket artillary limit?

When was the limit of 2 put in?
I loaded an old save where I had 6 full stacks of half line infantry/half rockets and suddenly theres a limit of 2 and I can't make any more.
Any way to remove the limit? Spamming them is tons of fun.

kinda silly that my continent spanning empire can only have 2 rockets.
Especially since I had like 30 scattered between all my armies in this same campaign runthrough earlier, now they're gone.

It is good that there is a limit on rockets! They were a joke of a weapon in the Napoleonic period. They were effective at scaring horses and mlilitia...That was about it. In Nap. Total War they are too accurrate and devasteing! Good call on Rocket limit. Additionally, they were extremly rare. One troop in Spain, one troop in north Germany 1813-1814. And some possibly deployed at battle of New Orleans.
