You have to research the tech that gives you Military Academies(the second topmost military-building, and you'll be able to hire 1 extra General AND an Admiral pr Academy you build, so it'll take you some years... remember, in the meantime to gather your Generals/Armies at Battles, so they can promote each other more easily(...if you're really lucky one might even get bumped with an extra star. ;) ) -keep them together!(..at least before you have academies, to the extent that you can... I've figured the likelihood of getting promotions/traits increases with the number of generals present at the Battle(I've manged to get a 3-star made into a 5-star, playing as Scotland)

..I admit, that was playing with the NTF-mod, though I've experienced similar phenomenon playing Vanilla, though, it's common Military sense -officers promote and give each other traits in the real world, so it's simply "Art imitating reality" -try it! ;)

...it's especially prevalent to 3-star generals, though... another, very important strategic tip, is to take a close look at Generals traits; the Crown-example being Murat of France... he's a Cavalry-man, and thus, if you provide him with a "normal", varied army... of infantry and foot-artillery, etc, he'll only be a 3-star General, though, if you let him command a Strict Cavalry-Army, including only horse-artillery, he'll get 7-stars... same as Bonaparte -and Murat's not the only Cavalry-general, though Ney, even though he has one Cav-trait won't get the same bonus, there's a guy called Bessiéres, who is promoted from 3-stars, to 5, if you let his army be strictly Cav(...me, myself only use them in auto-resolve battles, as I fear I'd just mess up their Cavalry-talents, should I conduct their battles myself... but they become, in that way the "Blitz-armies" of their day -it can be beneficial to build several strictly Cav-armies/backup-stacks, as they are much faster to come to your attacking army's aid.
