#5 Get some armies up and build another road.
#6 Send said armies over some roads leading in the general direction of the enemy.
#7 Steamroll Europe with your hordes of cheap mass-produced infantry.
Roads are Russia's lifeblood, not only do they boost your economy, you need them for the increased travelspeed when sending your armies over the vast distances in Russia.
Once Russia has proper roads, it's unstoppable.
2. Disband militia units and upgrade tax centers instead + they give you free suppression
4. Don't build too many barracks or canonments - focus your military production on a few provinces supported with gun or manufacturing or stables for the bonuses
5. Build roads from your military provinces to key border provinces
6. Build a trade port in little tartary and build trade ships and declare war on Turkey and capture the trade resources.
Don't build too many military units. Have 3 stacks of armies. Put 1 on the border with Prussia and use the other 2 armies to annex Ottoman territories. Once you've conquered Athens and Istanbul you will have access to 3-4 trade nodes where you can put 2-3 trade ships on each. Don't put too many trade ships or prices will crash due to oversupply. After that, you should be making about 10K profit easily per turn. I played on VH/VH using this strategy.

Remember, although this can be initially expensive, the benefits quickly come into their own once the roads are completed and, unlike just about everything else in the game (such as units and buildings etc) the roads cannot be destroyed or disbanded.
This ensures great economic power and faster travel are constant!
