Issue installing NTW3 - Qt5Core.dll not found

I've read through past threads on TWCenter.net and have been unable to find a solution.

I decided to finally update from 8.6 to 8.9, and started with a fresh install. I followed all of the install videos, but was unable to play because I got an error: "The code execution cannot proceed because Qt5Core.dll was not found. Reinstalling the program may fix this problem."

The file clearly existed, as I double-checked, so I decided to verify my game files and do a clean install. I made sure to wipe all NTW3 files. Again, I got the same error code. So, I verified files, wiped everything, and did a fresh install again.

This time, I started with just the 8.7 updates. I got the same error message again. I have no idea how to proceed from here. The file clearly exists, and I made sure it's in the correct directory, so I'm at a loss for ideas. Any suggestions?

Is the Qt5Core.dll file in this folder "\Steam\steamapps\common\Napoleon Total War\data\NTW3\Launcher2" ?

And are you running the game via "Napoleonic Total War III 8.9.exe" in that same folder?
