Prussian strategy?
Playing Prussia on Very Hard campaign. I'm not sure what to do since no one has declared war on me. I made alliances with all the minor German states, Russia, Austria.. I just keep developing tech and economy and almost making $10K per turn in profit. The only event was Ottoman declared war on me, but is so far away, nothing has happened. Austria just gobbled up the Kingdom of Italy and Switzerland, but I'm sitting here doing nothing. I usually wait for someone to declare war on me first, but that hasn't happened.

When I played as France, Prussia broke our alliance and declared war on me, but as Prussia, nothing is happening. And I'm on Very Hard.

However I do have a World Domination goal of holding 60 regions, so I have to start somewhere. I'm just baffled because I'm surrounded by allies. I suppose I could declare war on France and start eating up their territories? Britain already took Hannover.

As France, or better said as Napoleon, almost everyone hates you so you are in a constant state of war.
As Prussia nobody really has an problem with you. Pretty sure that was done intentional.
10K per turn is pretty insane and Impressive (Im usually more wasteful with my money) you should start making an Large Army with that and start conquering youre Neighbors. France is an good start but once France is gone the AI will look for new Targets.

If you want to do World Domination you will have to betray youre Allies sooner or later.
If they dont betray you first that is.

Ok, I hear you, but I don't know who I am supposed to declare war on first. First of all, if I declare war on any of my allies, I get a diplomatic penalty with the rest of the world for "breaking treaties".

I assume I'm supposed to swallow up my German neighbors first. I just feel bad because I've been trading with them and we've had this alliance.

I suppose I'm too much of a "roleplayer", I try to divine what the "realistic"/"historical" role should be and re-enact it. I know I'm supposed to war with France, but war hasn't come yet.

France. If you want the most accurate campaign, and the one the devs pretty much set up.

But nothing says you HAVE to be enemies with France. Play how you want. Sounds like you have a pretty good idea of what you WANT to do, so do it! You can always make a hard save once you are all set up before you declare war on anyone, and try it different ways.
