Why can't I complete the campaign tutorial?

I'm up to the fairly simple part where Napoleon needs to go from Reims to Paris to further his ambitions... except Napoleon refuses to go to Paris. I can't order him to leave the province he's in; any attempt to do so turns the move cursor to an X and gets a snarky French refusal. There's absolutely nothing stopping him from simply walking across the border and going into Paris, except his obstinate refusal to do so. What gives? Is the campaign simply fatally bugged?

I was able to complete it without problems, so it's not entirely bugged, but you might have encountered some specific bug. Perhaps if you took a screenshot of the problem and posted it here someone could guess what's wrong?

Hi, you probably forgot to send the gentleman to Brienne (where you build the college). I had the same problem just now :)

I had the same problem so I went back a few screens in the tutorial instructions and randomly got the instruction to send the gentleman to Brienne! It worked fine after that.

Me too I had to restart and it worked the second time around
