Report a translation problem
What you can do is change a line in your preferences.script file:
gfx_video_memory - change from 0 to 1073741824 and it should unlock those graphics options.
The preferences.script file is located:
%appdata%\Roaming\The Creative Assembly\Napoleon\Scripts
You can find the AppData folder by pressing windows key / start button and typing %appdata% into the box.
It is a hidden folder, so perhaps you will have to allow these to be visible.

It is there for me for all CA games (plus a bunch of other games too).
The Napoleon in Steamapps is where the game files are - you gotta edit the config files, that are stored in the appdata :)
