The rules are so pissy and arbitrary.
I cannot find a guide online to help at all.
The increasing salary thing mentioned in the other thread is part of that.
But you can manipulate the json files to your liking.
I managed to finish level 3 on day 23 without selling equipment. If you don't mind you can check out my level 3 gameplay:
I've also did a video on level 2, there's a scripting loophole we can exploit at the start to accumulate 90 greens.
Edit: I replayed level 3 after completing the game and optimized the gameplay (scroll down).
Regarding fulfilling Miguel's orders, stop the sales room from selling by clicking on the "green" icon. You shouldn't have to worry about paying staff or Tupo by then. Even if you do, you can fire them, since Kenny and Gunter don't have salaries.

As soon as you take the gym, buy up to 5 more fighterguys and send all of them to the right to Reds's base. Be sure to watch the fight slowly and heal as you go. After that, keep your army moving from right to left, until you've taken every red spot. After that be sure your dudes are equipped with whatever you've found, send them to Green's base, and do the same thing you did with Red.
Rather than focusing on making money, just sell unused rooms from the buildings you take to pay off the cops and use your green to heal. Eventually the cops request less money and will help fight the rival gangs, but the gangs are so aggressive that I've found that its unreliable to try to hold out until then. Even after the gangs are gone, you'll have to pay the cops off for a while, so keep that in mind and readjust your staff accordingly.
If I can finish the game I'll try to make a guide, although it's not good on the developers to make it unintuitive.

Selling the Green ourselves is more profitable than giving it to Hui Xiao ($1500 vs $1100) so we can ignore the objectives to supply him.
After Tupo/Miguel's gangsters take over the restaurants, some of them will leave after a while, reducing their headcount to 3 or 4. That's the best time to attack.
I min-maxed by hiring producers and dealers first and fighters only later, to reduce the daily wages but it's not necessary to play in such an extreme manner.
To save costs on fighters, hiring them immediately after midnight and fire them before the next midnight.
I played this level on slow speed to maximize my control.
