The weird thing is, I played this game before from a physical (non-Steam) source, and had no controller issues at all, and this was in Windows 7 too. Odd ...
I had an adapter for non-USB gamepads attached to my PC and it was confusing everything. Took it out and everything's fine now.
Something not needed in AP.
Neither is good aim.
Certainly moreso, especially if you use skills for multiple shots.
I guess I'm sensitive to run speed because I just finished the original Splinter Cell. You use the mouse wheel to control run speed. I DO prefer M/K - all that Doom / Quake / CS, etc.
