Sadly there a not really "Mods" for the game...

only real 'mods' are just data modification, small things, the game isn't exactly that big in the modding scene, and the data modification out there is only really either effecting damage or using texmod to replace some textures.

did this game get some unofficial patches? You know like for example VTM Bloodlines where fans patch and fix games that were abandoned by developers?

Nope as mentioned the game was not really designed to be modded, as above the only real mods are either effecting damage or mods that replace some textures.

The only mods I know of are Alpha Protocol Rebalanced

I just reinstalled this game recently-ish and I plan to make a "double damage" mod or something to lessen the bulletsponge though
