In Steam, if you go to Steam / Settings / In-Game / In-Game FPS Counter and set it to Top Left (or whatever), then run the game it'll show you the framerate in the top left of the screen. Should be 30 by default.
If it's below 30, then there's a problem. If you're on a laptop try changing the power saving settings to allow higher performance.
If it's 30 but you feel the game is "choppy", from the game's main menu go to Settings & Info -> Graphics and tick 60 Frames Per Second, that will make it smoother if your PC can handle it (which most should be able to).
Things are moving along much swifter now though still not fast but I expect things to get much faster as I get more survivors. Overall yes I agree the beginning in slow but I'm enjoying it and looking forwards to the natural speed progression that will happen.
As for the talking I dunno... I find the small sentences I'm done reading them by the before the NPC have said half the sentence but with the long sentences they tend to disappear before I'm done reading them. I wish it paused at each sentence and gave a progress button. But I love how you can walk away mid conversation. Honestly wish more games had that option but off the top of my head with 400+ games I can't think of one. Congrats Bob absolutely loving that.
Will give it a try though, thanks!
I don't mind the game taking time :) Makes it interesting enough to come back when I have some time to kill.
