Power ending requires you to either kill or recruit nearly everyone.
However cheat menu is no big deal. It allows you to spawn structures, items, survivors, modify their stats and discover the map. You can have some fun with a total war or something like that.
I've had little time for gaming lately, so I haven't finished this game yet, and frankly, it really does need human help to get stuff done in a timely fashion, the AI "Helpers" are just too slow most of the time and that sucks.
