Repairing found ships in space

I have found several ships, throughout several different systems but i am unable to repair them and make them my own. It tells me i'm not high enough level yet, but i'm in act 10 of the game? Not sure if anyone knows what level this unlocks at or if i'm missing something?

never heard of this b4 as i have gotten Red Fighter ( tier 5 intercepter) as early as lvl12
