You'll find it on special higher level planets (search for the adequate planet tags) - need at least warp cells
Follow the main story to get access to the warp cells and with that to the galaxy.

Once you've reached a planet that provides glowing ores, you'll need a t5+ mining laser.

You can manually extract it as well, it just seems to be quite rare and the bot often said to me that it couldnt find it in the area. I also got some as loot on higher planets.

Im fairly confident you want to make sure the planet that you are looking for the shining ore on should also be a hotspot for the non-glowing version, so if you want glowing iron make sure t1 ore is abundant

if you look in the discoveries tab in the planet and system tab it'll show you which planet has what resources, but only for systems you have already been to
