Outpost Clearing?

In the early game, when defeating all the pirates at an outpost, the outpost would convert and vendors would appear onsite. This does not seem to be happening anymore.

Is it a bug that they're no longer spawning vendors at cleared outposts?

I'm like 90% certain that it is bugged. When you leave system right around tutorial area, you'll notice that outposts don't even spawn ships anymore - they have empty landing pads with ship vendors having nothing to offer. I bet outpost generation is bugged, like many things in this game, and that's also the reason why pirate outpost don't convert after you leave systems near spawn

I am on bardwell2 and just cleared a pirate outpost and i didnt get the quest reward. it said i completed it and it turned into an outpost with NPCs but no reward and the quest is still in my quest log

Same, seems like a bug.

Really sucks to just not have towns at all because the pirate bases don't convert after being cleared.
