You should blame Steam for being too lazy to implement a simple one-time-check if the owner of a account is of legal age or not. They could check that even online (no need to get more employees to check copies of the ID cards or something like this). I mean other Websites do that already and it works without any problems.
I do agree that Steam could improve their age checks, but the point I was rather trying to make is the ridiculous bias of that institution, blocking content like this game while so many realistic shooters and violent games are ignored by them. And that is entirely on those stupid prudish idiots in the Medienanstalt who think that sex is worse than violence, not on Steam.
To be more precise: German laws demand from the seller (Steam) to make sure that the buyer (You) is an adult, but Steam doesn't want to obey the laws (so they simply stop selling this stuff in Germany).
An age verfication check can a 12y0 easy bypass. That wont fix anything. Only germany (IN EU) does this censorship, cuz boomers hate pixels and modern stuff.
You obviously don't live in Germany or you are one of those 12 year old. To pass this test you need something that no 12 year old owns: a ID card. The number on this card is a unique 26 digits "number" (it contains letters and numbers) and in this number is also a checksum build-in. Its impossible to guess this number. Steam needs to send this number to the authority responsible for this and will then get the answer back if the number is real or fake and how old the "owner" of this number is (no name or address is saved in this number).
Steam wouldn't even need to program anything for that, they just need to ask everyone from Germany "tell us the number of your ID card" and then send this number to the authority and then they would get the answer: Yes, this number is real and the owner of this ID card is (for example) 26 years old or they get the answer: This number is fake. After this they would simply "mark" all accounts from Germany that belong to adults and thats it. A one time thing (you only become over 18 one time in your life xD).
