Because the giveaway licenses never have card drops.

oh i remember old times when you got free games they gave cards. i had like 200-300 free license games and all had cards in them

200-300 "100% off"-games on Steam sounds a bit too much -- they are not that common, and haven't been that common before either.

Regardless, at some point, Steam has introduced those "100%"-off licenses that are always named something like "HuniePop Limited Free Promotional Package - Jan 2025" (I'm assuming that's enforced by Steam), and don't have drops.

Whether or not publishers could still create 100%-off packages that have drops -- no idea. Haven't seen one in years, as far as I can tell.

It's in the steam developer documentation if you'd care to check, but cards won't drop for free games. If a game is free to play, cards will only drop after a customer has spent at least $9 on microtransactions.
