Because if you max out a credit card, that means that you have no more credit on it.
1500 comes from that it is the minimum hunie price of a skill update so you can deplete all your hunie in one move early in the game.
Max means the greatest possible. When you "max out" a credit card, it does not refer to the available credit, but to utilized credit. If you card has a limit of $5000, you max it out by drawing the full $5000. $5000 is the greatest value possible, therefore it's the maximum. You've used the maximum credit. You also have $0 available credit, but that's not what the "max" is referring to. Your available credit is at a minimum.
The Hunie and Munie in the game aren't credit accounts at all. They're more like bank accounts. The only way to measure is by what the balance is. So maximum is the biggest number possible. Real bank accounts can't really be maxed because no bank is going to tell you not to deposit more money with them. But the in-game accounts have maximums of 99,999, and yes that is what the achievement is for.
Another thing: I learn languages as a hobby and I'm studying to become a translator so something I know it languages but I also know the learning never ends...
I ignored the etymology in favor of how I had heard the term used, sort of like how "hysterical" does not mean "pertaining to the uterus" but I have to say fair play where it's due. I ain't a sore loser. Just a regular loser (no life remember).
