I would recommend to go for venoms asap and hit lvl 27 vsec fleets or 27 vega armadas to get the sico missile blueprint.
With this weapon equipped on your venoms + fusion thrusters you should be able to get some decent points in one of the next planet strikes (if you pilot by yourself. If we can get to the same sector i can show you how to do that).
Then get the blueprint for the ragnarok and the dread. (don't get the valkyrie, it has higher build time like the zeal compared to the dread and ion field is kind of useless).
Level up your fleet bay, shipyard and shiplab, this is the highest priority. As soon as you have all that on level 10 things should get much easier, as you can build the ragnarok and the dread.
Also try to collect all blueprints from cargo 20-25 asap. I can show you a rancor fleet setup for hitting those on ai without getting over 5 min repair time.
Really, what you should be aiming for is trying to get net torp 2, vector 2, and building furys to put them on (and metaphase and fusion of course, but that's been covered).
You could possibly get a decent venom fleet going if you mk them up to 3, probably have to slap arc missiles on them though and those are heavy.
As for the best armor/weapons thing, always make sure you have the most fire power you can. Armor is secondary. Personally, I never let my fleets go beyond about 8 hours rep, that way I know my stuff will be fixed when I get up in the morning.
One more thing, generally speaking, it's better to put metaphase on ships that charge forward; cutters, frigates, and sometimes cruisers. Otherwise it's better to just use a recharge shield, like on battleships and carriers.
Probably won't be able to actually fit all that on a venom even when it's mk'ed, net torp and arc are very heavy, and venoms can't hold that much. Do what you can though. There's a chance you could fit net torp and vector 2's on a venom, that may be your best hope, though vectors aren't exactly ideal for farming (your ships tend to sit close enough to get shot anyways, so the extra range doesn't really matter).
Arc is definitely something you want. It has more range than most other explosive weapons and has 25% shield by pass.
As for metaphase, I think most of the problem is that you're only using meta 1. It only takes like 1 hit from a manifold to melt meta 1 off. You should add meta 2 to your ships for now, but definitely work on re-fitting them with recharge shields when you get them.
For the most part, cruisers will be either all energy or mix of energy and explosives; frigate will be explosives or energy; battleships could be all of any of the 3 types, or mixed energy and explosives; I don't think I've encounter destroyers with other than slugs/projectiles; cutters tend to be energy in so far as I've encounter.
The best farming fleet setup so far that I have is 3 Longbows Mk II all loaded with gladius driver and mass driver (I started out with coil drivers which did well), and 3 rancor - 1 loaded all with gladius drivers, 1 all energy thermal beams, and the last with mix of projectile and explosives. Most of the time the cruisers never got within firing range. I'd lose the destroyers, but they are setup for under 5min repair time, and my battleships each have around 10min repair time.
Take advantage of the destroyers unique ability to 150% range on weapons loaded, and the upgrade's 100% Cruiser damage.
